Covid-19

  • Sono passati ormai tre mesi dal 21 febbraio 2020, il giorno dell’annuncio del primo caso di positività al Coronavirus, riscontrato a Codogno in provincia di Lodi. Nelle settimane precedenti arrivavano notizie frammentarie di una epidemia che si stava diffondendo in Cina, ma tutti noi pensavamo che si trattasse di qualcosa di distante che non ci avrebbe riguardato e, se ci avesse toccato, l’avremmo gestita e superata come una qualsiasi influenza invernale. Il numero di vittime che stava alimentando quella lontana situazione non poteva tuttavia essere considerato normale e, tantomeno, un semplice dettaglio per appassionati di statistica.

    In quei giorni di fine febbraio Ancilla Bezzi e il sottoscritto erano impegnati nell’esposizione fieristica “Fornitore offresi 2020” a Erba in provincia di Como. All’arrivo della notizia del primo caso di Codogno si è immediatamente percepito un rumoreggiare tra i padiglioni. L’interesse per la fiera andava rapidamente scemando, lasciando crescere una diffusa preoccupazione e il desiderio di sciogliere i ranghi per tornarsene a casa, con l’istinto di doversi proteggere e capire cosa sarebbe successo l’indomani.

    Una telefonata al dott. Luigi Residori, un carissimo amico medico in forza all’ospedale Borgo Trento di Verona, ci ha subito allertato sull’importanza di quella notizia: prefigurandoci lo scenario drammatico che da lì a tre settimane più tardi avremmo realmente vissuto, ci ha esortato a prendere la situazione molto sul serio.

    Dobbiamo ringraziarlo per il suo consiglio se, nel corso dello stesso weekend, la direzione aziendale ha provveduto ad organizzare ed attivare immediate misure di sicurezza, prescindendo dalla mancanza di direttive ufficiali di governo, enti e strutture sanitarie che in quel primo frangente apparivano attendiste e poco coordinate nelle comunicazioni attraverso i media.

    L’interruzione di qualsiasi attività formativa in aula, lo scaglionamento del personale in orari differenziati, il blocco delle visite di consulenti e rappresentanti, la regolamentazione rigida degli accessi e la divulgazione delle regole igieniche da adottare, tutto questo, applicato sin dal lunedì 24 febbraio, ha permesso che l’attività lavorativa di Scilla Meccanica si svolgesse regolarmente in sicurezza. Fino alla chiusura delle attività produttive del 23 marzo 2020, sancita dal DPCM del 22 marzo 2020, non è stato riscontrato in azienda nessun caso di positività al Corona Virus.

    Da lì in poi, le attività d’ufficio si sono regolarmente svolte in modalità smart working, mentre la prospettiva di un fermo di tre settimane delle attività di produzione è stata ricalibrata con la riapertura in deroga anticipata al 16 aprile 2020. Ripartenza preventivamente comunicata alla Prefettura di Brescia, legittimata della richiesta, da parte di una sessantina di clienti, di forniture di componenti necessari ad alimentare specifiche attività di filiera, classificate “necessarie” e autorizzate dal decreto governativo.

    L’azienda ha nel frattempo attivato, seppur in minima parte, la Cassa Integrazione Guadagni Ordinari (CIGO) in deroga per Covid-19.

    Nonostante il fermo produzione, l’interruzione di continuità dei rapporti fornitore-cliente e la brusca cesura del flusso ordini-consegne-pagamenti abbiano determinato conseguenze il cui impatto negativo tenderà a proiettarsi sul medio-lungo termine, Scilla Meccanica non ha esitato ad anticipare ai lavoratori la cassa integrazione, come previsto dagli accordi tra governo e parti sociali.

     

    Il DPCM del 26 aprile 2020 ha determinato la ripresa regolare dei settori produttivi.

    Le attività lavorative di Scilla Meccanica si svolgono attualmente nel rispetto dei protocolli di sicurezza anti-contagio.

    La direzione, in collaborazione con RSPP, RLS e consulenti legali in materia ha divulgato internamente ed esternamente il “Protocollo Aziendale Emergenza Covid-19” oltre ad un fascicolo di procedure da adottare quotidianamente in azienda ai fini di prevenzione dal contagio. Le misure adottate si riassumono nei principi di:

     

    • distanziamento;
    • igienizzazione delle mani;
    • dispositivi di protezione individuali;
    • barriere parafiato;
    • misura della temperatura all’ingresso;
    • contingentazione di spazi e percorsi;
    • pulizia e igienizzazione professionale degli ambienti, a stretta cadenza periodica;
    • limitazione, con criterio dell’indispensabilità, all’ingresso di manutentori, consulenti e rappresentati;
    • turnazione del personale;
    • attivazione lavoro agile da casa;
    • utilizzo ammortizzatori sociali;
    • sospensione attività di formazione collettiva.

     

    La direzione aziendale ha nominato un comitato di emergenza che si occupa del regolare aggiornamento del protocollo di sicurezza e monitora sulla sua applicazione in collaborazione con i responsabili di reparto.

    Il personale è puntualmente istruito e formato mediante comunicazioni, affisse in bacheca e inviate al rispettivo indirizzo di posta elettronica.

  • Trois mois se sont désormais écoulés depuis le 21 février 2020, jour de l'annonce du premier cas de positivité au Coronavirus, trouvé à Codogno dans la province de Lodi. Au cours des semaines précédentes, sont arrivées les nouvelles fragmentaires d'une épidémie qui se propageaient en Chine mais nous pensions tous qu’il s’agissait de quelque chose de lointain, qui ne nous concernerait pas et que si nous avions été touchés, nous l'aurions gérée et surmontée comme n'importe quelle grippe hivernale. Le nombre de victimes qui alimentait cette situation lointaine ne pouvait cependant pas être considéré comme normal et encore moins comme un simple détail pour les passionnés de statistique. En ces derniers jours du mois de février, Ancilla Bezzi et moi-même étions au salon "Fornitore offresi 2020" à Erba dans la province de Côme. Lorsque la nouvelle du premier cas de Codogno est arrivée, des rumeurs ont immédiatement circulé dans les pavillons. L'intérêt pour le salon a rapidement diminué, suscitant une inquiétude généralisée et le désir de dissoudre les rangs pour rentrer chez soi, avec l'instinct de devoir se protéger et de comprendre ce qui allait se passer le lendemain. Un appel téléphonique au docteur Luigi Residori, un très cher ami médecin en service à l'hôpital Borgo Trento à Vérone, nous a immédiatement alerté sur l'importance de cette nouvelle : préfigurant le scénario dramatique que nous allions vraiment vivre trois semaines plus tard, il nous a exhortés à prendre la situation très au sérieux.

  • Three months have now passed since February 21, 2020, the day of the announcement of the first case of positivity to the Coronavirus, found in Codogno in the province of Lodi. In the previous weeks there were fragmentary reports of an epidemic that was spreading in China, but we all thought it was something distant that would not concern us, and if it touched us, we would have managed and overcome it like any winter flu. However, the number of victims that was feeding that distant situation could not be considered normal, let alone a simple detail for people who are fond of statistics.

    In those days at the end of February Ancilla Bezzi and the undersigned were engaged in the exhibition “Fornitore offresi 2020” in Erba in the province of Como. When the news of the first case of Codogno arrived, a noise was immediately perceived between the pavilions. The interest for the fair quickly waned, leaving a widespread concern and a desire to break ranks to go home, with the instinct to protect oneself and understand what would happen the next day.

    A phone call to Dr. Luigi Residori, a dearest friend and doctor in force at the Borgo Trento Hospital in Verona, immediately alerted us to the importance of this news: foreshadowing the dramatic scenario that three weeks later we would really experience, he urged us to take the situation very seriously.

    We must thank him for his advice if, during the same weekend, the company’s management organized and activated immediate security measures, regardless of the lack of official government directives, bodies and health structures that at the first juncture appeared to be waiting and uncoordinated in communications through the media.

    The suspension of all classroom training activities, the staggering of staff at different working hours, the suspension of consultants’ and representatives’ visits, the strict regulation of access and the disclosure of the hygiene rules to be adopted, all this, applied since Monday 24 February, allowed Scilla Meccanica’s work to be carried out regularly in safety. Until the production activities closed on 23 March 2020, stated by the Prime Ministerial Decree of 22 March 2020, no positive cases of Corona Virus were found in the company.

    From then on, office activities were regularly carried out in smart working, while the prospect of a three-week production shutdown was revised with an advanced notwithstanding re opening on April 12, 2020. Starting up again, notified in advance to the Prefecture of Brescia, justified by the request of about sixty customers that supply components necessary to support specific chain activities, classified as “necessary” and authorized by the government decree.

    In the meantime, the company has activated, although minimally, the ordinary redundancy fund (CIGO) notwithstanding for Covid-19.

    Despite the production downtime, the suspension of supplier-customer relations and the sharp break in the flow of orders-deliveries-payments have led to consequences whose negative impact will tend to be projected over the mid-long term, Scilla Meccanica has not hesitate to pay workers redundancy payments in advance, as required by the agreements between the government and the social partners.

     

    The Prime Ministerial Decree of 26 April 2020 led to a regular restarting of the productive sectors.

    Scilla Meccanica’s work activities are currently carried out in compliance with anti-contagion safety protocols.

    The management, in collaboration with RSPP, RLS and legal advisors on the subject, has internally and externally disclosed the “Covid-19 Emergency Company Protocol” as well as a file of procedures to be daily adopted in the company to prevent contagion. The measures taken are summarized in the following principles:

     

    • spacing;
    • hand sanitization;
    • personal protective equipment;
    • anti-droplet barriers;
    • temperature measurement at the entrance;
    • space and route limitation;
    • professional cleaning and sanitizing of rooms, at regular intervals;
    • admission of maintenance workers, consultants and representatives on a indispensability criteria;
    • staff shifting;
    • enable home smart working;
    • use of social security cushions;
    • stop of collective training activities.

     

    The company management has appointed an emergency committee to regularly update the safety protocol and monitor its implementation in cooperation with department supervisors.

    The staff is punctually instructed and trained by notifications, posted on the bulletin board and sent to the respective e-mail address.

  • Seit dem 21. Februar 2020, dem Tag der Bekanntgabe des ersten positiven Coronavirus, der in Codogno in der Provinz Lodi festgestellt wurde, sind nun drei Monate vergangen. In den vergangenen Wochen gab es bruchstückhafte Berichte über eine Epidemie, die sich in China ausbreitete, aber wir alle dachten, es handele sich um etwas Entferntes, das uns nicht betreffen würde, und wenn es uns berühren würde, würden wir es wie jede Wintergrippe bewältigen und überwinden. Die Zahl der Opfer, die diese entfernte Situation anheizte, konnte jedoch nicht als normal angesehen werden, geschweige denn als ein bloßes Detail für Statistikfans.

    In jenen Tagen Ende Februar waren Ancilla Bezzi und ich in Erba in der Provinz Como an der Ausstellung "Fornitore offresi 2020" beteiligt. Als die Nachricht über den ersten Fall von Codogno eintraf, wurde sofort ein Murmeln zwischen den Pavillons wahrgenommen. Das Interesse an der Messe ließ schnell nach und hinterließ eine weit verbreitete Besorgnis und den Wunsch, aus der Reihe zu tanzen, um nach Hause zu gehen, mit dem Instinkt, sich zu schützen und zu verstehen, was in den folgenden Tagen geschehen würde.

    Ein Telefonanruf bei Dr. Luigi Residori, einem sehr lieben ärztlichen Freund, der im Krankenhaus Borgo Trento in Verona tätig ist, machte uns sofort auf die Bedeutung dieser Nachricht aufmerksam: In Vorahnung des dramatischen Szenarios, das wir drei Wochen später wirklich erleben würden, drängte er uns, die Situation sehr ernst zu nehmen.

    Wir müssen ihm für seinen Rat danken, wenn die Unternehmensleitung am selben Wochenende Schritte zur Organisation und Aktivierung sofortiger Sicherheitsmaßnahmen unternahm, ungeachtet des Fehlens offizieller Regierungsanweisungen, Gremien und Gesundheitseinrichtungen, die zu diesem ersten Zeitpunkt noch abwartend und in der Kommunikation über die Medien schlecht koordiniert erschienen.

    Die Unterbrechung jeglicher Schulungsaktivität im Schulungsraum, die zeitliche Staffelung des Personals, die Blockierung der Besuche von Beratern und Vertretern, die strikte Regelung des Zugangs und die Offenlegung der zu verabschiedenden Hygienevorschriften, all dies, angewandt seit Montag, dem 24. Februar, hat es ermöglicht, die Arbeit von Scilla Meccanica regelmäßig und sicher durchzuführen. Bis zur Schließung der Produktionsaktivitäten am 23. März 2020, die durch den Erlass des Premierministers vom 22. März 2020 sanktioniert wurde, wurde kein Fall von Coronavirus in der Firma gefunden.

    Von da an wurden die Büroaktivitäten regelmäßig im intelligenten smart working Arbeitsmodus ausgeführt, während die Aussicht auf einen dreiwöchigen Produktionsstillstand mit der Wiedereröffnung ausnahmsweise vor dem 16. April 2020 neu kalibriert wurde. Die Arbeits-Wiederaufnahme wurde der Präfektur von Brescia im Voraus mitgeteilt, legitimiert durch die Anfrage von etwa sechzig Kunden zur Lieferung von Komponenten, die zur Speisung bestimmter, als "notwendig" eingestufter und per Regierungserlass genehmigter Aktivitäten der Versorgungskette erforderlich sind.

    In der Zwischenzeit hat das Unternehmen, wenn auch nur zu einem kleinen Teil, die Cassa Integrazione Guadagni Ordinari (Lohnausgleichskasse) (CIGO) als Ausnahmeregelung für Covid-19 aktiviert.

    Trotz des Produktionsstillstands, der Unterbrechung der Beziehungen zwischen Lieferanten und Kunden und des abrupten Zusammenbruchs des Zahlungsflusses bei den Auftragslieferungen hat Scilla Meccanica nicht gezögert, die Lohnausgleichskasse den Arbeitnehmern bereitzustellen, wie es in den Vereinbarungen zwischen der Regierung und den Sozialpartnern vorgesehen ist

     

    Der Erlass des Premierministers vom 26. April 2020 führte zu einer reibungslosen Erholung der Produktionssektoren.

    Die Arbeitsaktivitäten von Scilla Meccanica werden derzeit in Übereinstimmung mit den Anti-Accounting-Sicherheitsprotokollen durchgeführt.

    Die Unternehmensleitung hat in Zusammenarbeit mit RSPP, RLS (Responsabile Servizio Prevenzione e Protezione e il Rappresentante dei Lavoratori per la Sicurezza =  Leiter des Präventions- und Schutzdienstes und Beauftragter für Arbeitssicherheit) und Rechtsberatern zu diesem Thema intern und extern das "Covid-19 Emergency Company Protocol" sowie ein Dossier mit Verfahren offengelegt, die im Unternehmen täglich anzuwenden sind, um eine Ansteckung zu verhindern. Die anzuwendenden Maßnahmen sind in den Prinzipien folgend zusammengefasst:

     

    • Abstand;
    • Händedesinfektion;
    • individuelle Schutzausrüstung;
    • Schutzbarrieren;
    • Temperaturmessung am Eingang;
    • Platz- und Durchgangsbeschränkungen;
    • professionelle Reinigung und Hygiene der Räume in regelmäßigen Abständen;
    • Beschränkungskriterium zur Einhaltung für den Zugang von Personen für Wartungsarbeiten, Berater, Vertreter;
    • Dienstplan für Personalschichten;
    • Aktivierung von home-work;
    • Sozialmaßnahmen;
    • Suspendierung von kollektiven Ausbildungsaktivitäten.

     

    Die Unternehmensleitung hat ein Notfallkomitee ernannt, das jeweils das Sicherheitsprotokoll regelmäßig aktualisiert und seine Umsetzung in Zusammenarbeit mit den Abteilungsleitern überwacht.

    Das Personal wird durch Kommunikationsmittel pünktlich eingewiesen und geschult, die am Schwarzen Brett ausgehängt und an die jeweilige E-Mail-Adresse geschickt werden.
